Rose Kioko is the Chief Commissioner of the Kenya Girl Guides Association. Professionally she is a senior development consultant with over 25 years of experience in programme evaluation, governance, and organisational development across East Africa and globally. She specialises in participatory evaluation, strategic learning, and institutional strengthening — with a strong track record in fragile, displacement-affected, and policy-driven contexts.
She holds an MSc in Environmental Technology from the University of Waikato (New Zealand) and is an alumnus of Moi University (Kenya). She currently serves as a Board Member of Five Talents Kenya and Five Talents International, providing strategic oversight and governance support for economic empowerment initiatives across Africa, Asia, and Latin America.
Rose has expertise in: Programme evaluation & strategic review, Organisational governance and leadership, Stakeholder engagement and facilitation and Multi sector & SDG linked programming.
Rose joined the Girl Guides movement as a brownie and has served in various capacities at the Kenya Girl Guide Association including Chair of the Young Leaders, International Commissioner and member of the Executive Committee. She is a former Chair of the Africa Regional Committee and World Board Member of the World Association of Girl Guides and Girl Scouts (WAGGGS). She is a member of the WAGGGS Fundraising/Finance Capacity Building Volunteer Team and previously co-chaired the WAGGGS Membership Fees Working Group.
Her passion lies in building community-driven, institutionally strong solutions to poverty, inequality, and exclusion — through systems thinking, strategic evidence, and lasting partnerships. She is very passionate about working with girls and young women and is committed to supporting them to become strong leaders positively impacting their communities.
